Approved. The committee are being asked to approve in principle for the potential acquisition of land for planning purposes by agreement under section 227 (“S227”) of the Town & Country Planning Act 1990 (“TCPA”) enabling the operation of powers under Section 237 of the Town & Country Planning Action 1990 (“S237”) to facilitate the carrying out of the redevelopment of 21 Moorfields (the “Redevelopment Site”).
The Owners have asked if the City Corporation would be prepared to consider intervening by utilising the powers under S227 to enable reliance on the powers in S237. For this to occur it would be necessary for the City Corporation to acquire an interest in the Redevelopment Site, and the City’s compensation liabilities to be indemnified by the owner.
Scheme approved. Demolition of the existing building form the ground floor level upwards and alteration to the retained basement and sub-basement levels for ancillary office (B1) accommodation, retail (Class A1) use and the erection of new ground to seventh floor office (Class B1) use. Reinstatement of the London Stone within the building facade on Cannon Street.
Scheme approved. A residential led mixed use development above and surrounding the proposed Nine Elms Station comprising four buildings between 5 and 20 storeys above the station podium and ranging in height from 29m AOD to 92m AOD, providing 332 residential units (C3) comprising 1 bed, 2 bed, 3 bed and 4 bed apartments; 4,811sqm of workspace/office (B!); 272sqm of assembly and leisure (D2) and 580sqm of retail (falling within class A1/A3/A4), a new public square, amenity space, play space, pedestrian and cycle connections, cycle parking, disabled car parking and associated works.

Erection of 4 storey building (to Clapham Road) and 3 storey building (to Palfrey Place) to provide 32 residential units (Use Class C3) including the retention of existing vehicle hire business (Sui Generis) at ground floor level; retention of existing crossovers on Clapham Road; provision of cycle parking and landscaped communal open space incorporating children’s play space area to raised platform at first floor level; hard landscaping and external alterations to Clapham Road frontage; together with provision of waste storage at ground floor level.
Scheme approved. Demolition of existing petrol filling station and erection of building up to 8 storeys with residential accommodation 34 dwellings and 127sqm of flexible use (Class A1 or B1) at ground floor level only together with access, hard and soft landscaping and other associated works.

Demolition of all existing buildings (with the exception of 4 Red Lion Yard which is to be retained with external alterations) and the erection of a new building of eight/nine storeys (plus lower ground floor and four basement levels) to provide 30 residential units with swimming pool and gymnasium, creation of roof terraces, car parking and cycle parking; vehicular access from Waverton Street; hard and soft landscaping; plant and roof level.
In October 2015, the Planning and Transportation Committee approved in principle the commencement of work on a full review of the adopted City Local Plan. The first stage of the review will be to consult on key issues and on potential policy options for the new Local Plan.
The Committee noted the contents of the report and appendices. The Committee will meet again in May to look at more detailed plans.
